MERCANTILE MARINE DEPARTMENT (MMD)

The Mercantile Marine Departments (MMDs) operate under the administrative control of the Directorate General of Shipping (DGS) ... and are responsible for the implementation of the Merchant Shipping Act. These offices handle registration of the ships, all examinations and endorsements for the revalidation of Certificates of Competency (CoC). They also manage surveys, certifications, and registrations of ships and related activities. MMDs conduct statutory certifications aligned with international conventions such as SOLAS, MARPOL, and the International Load Line. Their responsibilities include overseeing ship construction surveys, investigating shipping casualties, participating in search and rescue operations, and inspecting and approving statutory equipment such as life-saving and firefighting appliances, GMDSS, navigational aids, and pollution prevention equipment. Additionally, MMDs supervise repairs and construction of ships on behalf of state and central government organizations. All-India Common Entrance Tests (IMU-CET)

Admissions to the various pre-sea courses to join Merchent navy in officer rank at DG Shipping approved Institutes need to attend All-India Common Entrance Tests (IMU-CET) conducted every year by Indian Maritime University (IMU), usually in the month of May/June. Qualifying in IMU-CET is mandatory for getting admission in IMU Campuses or IMU affiliated, DGS approved institutes. Candidates who are shortlisted based on CET scores will be called for Counselling at designated IMU Campuses for allotment of seats in the IMU Campuses or Affiliated Institutes. Admissions to Diploma in Nautical Science leading to B.Sc.(Nautical Science) programme in Affiliated Institutes are open only to “sponsored candidates”, (Sponsored candidates are those who has given Sponsorship test conducted by shipping companies and got qualified in the test and have the company sponsorship letter)

STCW-Basic Safety Training Course

Every seafarers must under go the STCW-Basic Safety Training Course (PSSR, PST, FPFF, EFA & PSA) at a DG Shipping approved training institute to meet the mandatory minimum requirements as per STCW Convention for Safety familiarisation.
Elementary First Aid (EFA) course: This course will enable a prospective seafarer to respond to emergency situations with medical aid.
Fire Prevention and Fire Fighting (FPFF)course course cover the basic knowledge about the Safety & Fire Prevention.
Personal Safety And Social Responsibility(PSSR) course This course cover the social aspects of a seafarers and his responsibility towards the safety of people and the environment.
Personal Survivel technique (PST)course This will cover the basics of the survivel techniques at sea use of life jackets life boat resque boat etc.
Proficiency in Security Awareness (PSA) course: This course cover basic security realted issues (like piracy etc) in the shipping industry and related rules and regilations.
